The Executive Council Minutes at Bandung (19th October 2015) were accepted (proposed by Dr. So Yoon Kim, seconded by Dr. Elahe Nezami).
Type error on Section 3.6.1. To be corrected from 2017 to 2018.

1. Welcome Speech by President APACPH
Dr. Myongsei Sohn welcomed the Executive Board members to the island of peace and prosperity.
2. The President APACPH Opening Remarks
President expresses his gratitude and sincere appreciation for the participation of all the board members who shared their precious time for this meeting and welcome the newly appointed Secretary-General, Dr. Bruce Maycock for his first time participation in this meeting. He also appreciated the effort from the accreditation team for the accreditation exercise that has been conducted at Universitas Indonesia and Mahidol University. He also sincerely thanks Dr. Maznah, the secretariat team and Yonsei University team for preparing this meeting at Jeju Island. Last but not least, he thanked all organizers in advance at Teikyo University for the effort to hold the 48th APACPH Conference. He then wished for a meaningful discussion and significant expansion of APACPH activities.

3. APACPH Secretary Report
Dr. Maznah reported on the notice of APACPH meetings, 2016 which were emailed out accordingly. Membership billing has been sent out in March to all member institutions due to network issue in accessing APACPH email.
Dr. Maznah also thanked Mahidol University for being a good host during the accreditation exercise and the next accreditation will be conducted at University of Malaya.
3.1 Appointment of Regional Directors
The Secretariat will send re-appointment letter for all Regional Directors the terms of office for regional directors is 2 years as stated in the bylaws

“More Regional Directors are to be appointed especially from countries with more than 5 member institutions”
Taiwan currently has 4 members and 2 more new members will be inducted during the upcoming General Assembly 2016.
Recommendation: Dr. Betty Chiu to be appointed as the new Regional Director, Chinese Taipei.
The recommendation was passed unanimously.
3.2 Secretariat and Treasurer Office
There was a difficulty in the registration of the officers, however the Secretariat and the Treasurer offices had been successfully registered on September 2013 and June 2015 respectively. The next change in the offices is due in 2018.
Recommendation: The position of Secretary, Treasurer and Regional Directors will be by appointment. The term of office is 2 years.
The recommendation was passed unanimously.
3.3 Schedule of APACPH Meeting for 2016
September 2016 : Teikyo University, Japan

3.4 Recruitment of Members
National University of Singapore has re-activated their 2016 membership.
3.4.1 Induction 2016.
The following institutions has been approve for induction as new member:
- Health Promotion Administration (Min. of Health and Welfare) – Taiwan
- Chinese Medical University (CMU), Taiwan
3.4.2 Pending for site-visit
Sahmyook University, Seoul – To be conducted by Dr, Byung Joo Park Regional Director, Korea

4. Report from Treasurer
Dr. HY. Chiou reported the status of account is healthy. The current balance in Taipei account is USD 164,244.26. He suggested now is the right time to start a new project.
The estimated expense modified at ECM for Secretary-General office amounting USD3,000 is no longer applicable.
ICUH requested a transfer of USD5,000 from the treasurer for its project from 2016 onwards.

5. Report from Secretary-General
5.1 Development of Pacific Regional office
Refer to earlier Section 3.1.
Recommendations from the floor:
- For potential institutions from New Zealand, it will be escalated to the Regional Director, Australia.
- The selection of regional director is better if the individual is also associated with other Public Health organization locally to increase recruitment.
5.2 Member Survey
The Secretariat will send e-mail reminders to all members to complete the survey.
5.3 Membership – Number of Indian University members
APACPH is under represented in that region. Dr. Indika is requested to use his contact to expand the recruitment of members in India as Regional Director, South Asia and increase APACPH visibility.

Dr. Maznah proposed that a project needs to be initiated under APACPH instead of individual institutions.
5.5 Regional Research networking meeting
Purpose: To increase the opportunity for collaboration on identify areas with potential research partners among APACPH member will be held during the upcoming 48th APACPH Conference
Suggested Criteria:
- Research only funds by APACPH
- Only to selected themes
- Initial proposal limited to selected paid up APACPH members only
- To show successful result in order to approach external funding
- Tracked record of the research project
Dr. Maznah shared that idea has been categorized into 8 collaborating centers by the late Dr. Walter. However, the problem with some of the themes is that while some are quite specific, others are very general. The issues with AUS members is that if they cannot show a direct result that appears in high quality Peer Review journals, the vice chancellors will question the value of APACPH membership. Dr. Prayoon suggested that in the next ECM to look into the implementation process of APACPH grants as the main priority.

8. ICUH
Dr. So Yoon Kim has been appointed as the new representative for ICUH

7. APJPH
The impact factor for 2014 is 1.459 which is an increased of 31% from 2013. The journal’s name is know ‘Asia Pacific Journal of Public Health’.

8. 47th APACPH Conference 2015
Dr. Agustin shared that a total of 1000 participants attended the 47th APACPH Conference. Universitas Indonesia had returned the seed money of USD 5,000 and had generously add on another USD5,000 profit from the profit of conference.
9. 48th APACPH Conference 2016
Dr. Kenzo Takahashi presented on the conference preparations
Main theme : Create a healthy future with competent professionals

Estatblishment of Steering Committee and the Secretariat office.

Registration for APACPH 2016 has started since 1st February, 2016.

10. Update on Revision of APACPH Regulations/Articles
Dr. So Yoon Kim reported the concept note. However, Dr Maznah commented that we need more time to relook at the bylaws, hence the report will not be presented in the upcoming General Assembly.

11. 49th APACPH Conference 2017
National Seoul University has shown their interest to host the 49th APACPH conference 2017.
